EN 1176 and EN 1177: The Compliance Baseline for Playground Handover
A children playground is one of the few line items in a property project where legal exposure and brand exposure sit in exactly the same place: the safety of a child. Vietnam has no dedicated mandatory national standard for outdoor playground equipment, so developers, project management boards and contractors generally adopt the European standards EN 1176 and EN 1177 as the basis for acceptance.
This article explains how to read and apply both standards in the sequence a real project follows, from concept design through to the signed handover record.
1. EN 1176 versus EN 1177
The two standards are often merged into a single line in tender documents, which is exactly how gaps appear at handover. They in fact govern two different objects.

Put simply, EN 1176 covers the equipment and EN 1177 covers the ground. A playground with fully certified equipment sitting on an under specified surface is still a non compliant playground.
1.1. How EN 1176 is structured
EN 1176 is not a single document but a multi part series. The parts most often cited during acceptance in Vietnam are:
- Part 1: general safety requirements and test methods for all equipment.
- Part 2: additional requirements for swings.
- Part 3: additional requirements for slides.
- Part 4: additional requirements for cableways.
- Part 6: additional requirements for rocking and rotating equipment.
- Part 7: guidance on installation, inspection, maintenance and operation.
Part 7 is the part developers skip most often, yet it is the part that defines the inspection regime after handover. Skipping it means the playground is compliant on the day it is signed off, with no mechanism to keep it that way.
2. Impact area and free height of fall
These two figures drive the site layout, and they are the most common reason a playground has to be rebuilt.
2.1. Free height of fall
Free height of fall is measured from the highest point a child can stand on, sit on or grip with their hands in normal use, down to the finished surface level. It is not measured from the top of a shade canopy or a decorative post.
EN 1176 caps the maximum free height of fall at 3.0 m. Above that figure the item is not treated as children playground equipment under the standard, no matter how good the surface underneath is.
2.2. Impact area
The impact area is the surface around the equipment that must be covered with attenuating material. The common sizing rules are:
- For a free height of fall of 1.5 m or less, the impact area extends at least 1.5 m from the edge of the equipment.
- Above 1.5 m the impact area grows progressively, commonly calculated as two thirds of the free height of fall plus 0.5 m.
- Slides and swings follow their own rules along the direction of movement, and their impact areas extend considerably to the front and rear.
The practical consequence: a 2.5 m multi play unit needs a far larger buffer than it appears to need by eye. If the layout is frozen before the equipment is selected, the equipment will usually have to lose features to fit the space.
2.3. Gaps and entrapment
EN 1176 defines forbidden dimensional bands designed to eliminate head, neck, finger and clothing entrapment. The rule of thumb is that an opening must be either small enough that a head cannot enter, or large enough that a head passes through completely. Anything between those two thresholds is the dangerous range.
3. EN 1177 and the HIC value
EN 1177 establishes the impact attenuation of a surface through a headform drop test. Sensors inside the headform record the deceleration on impact, which is converted into a HIC value.
The acceptance threshold is a HIC below 1000. The greatest height at which the surface still keeps HIC under 1000 is that surface’s critical fall height. The acceptance rule therefore reduces to one sentence: the critical fall height of the surfacing must be equal to or greater than the actual free height of fall of the equipment standing on it.
3.1. Why attenuating thickness is never a fixed number
There is no single thickness that suits every playground. The required thickness depends on the free height of fall, the material, the build up of the base underneath and even the operating temperature.
For wet pour EPDM rubber surfacing, the indicative design relationship commonly used is:

These figures are design guidance only. The contractually binding value is always the EN 1177 test result for the exact material system being used, issued by an independent laboratory. Developers should require that report to match the specific layer build up the contractor intends to install.
3.2. Comparing surface types

One important note on artificial grass: the grass layer itself provides almost no attenuation. If a specification says artificial grass without naming the shockpad and attaching the corresponding test result, that item has insufficient basis for acceptance.
4. Seven recurring gaps in handover documentation
- Accepting one product certificate for an entire batch. An EN 1176 certificate is tied to a specific product code and configuration. Change the configuration and you change the scope of certification.
- Omitting the EN 1177 report for the surfacing. This is the most common gap, because surfacing is usually installed by a different subcontractor.
- Measuring free height of fall from the structural slab. It must be measured to the finished level after the attenuating layer is placed.
- Placing benches, planters or lighting poles inside the impact area. The impact area must be completely clear.
- No post installation inspection record. EN 1176 part 7 requires an inspection before the playground opens.
- No maintenance schedule. Loose bolts and worn surfacing void compliance within a few seasons.
- Mixing equipment intended for different age groups. Areas for children under 3 need separation and carry their own requirements.
5. Checklist before signing the handover record
- Third party EN 1176 certification matching the exact product codes installed.
- EN 1177 test report matching the attenuating build up actually constructed.
- Dimensioned layout drawing showing the impact area of every item.
- Thickness measurement records for the attenuating layer at critical positions.
- Post installation inspection record produced by a competent person.
- Operation and maintenance manual with a defined inspection schedule.
- On site signage stating the appropriate age group and a fault reporting number.
6. Inspection regime after handover

Frequencies should increase for heavily used playgrounds, coastal sites exposed to salt air, and locations with large temperature swings.
